Moisture issues that can only be seen once you remove the baseboards to see what is happening behind it.

I'm hoping it is #1...poor paint adhesion is cheaper and easier to fix than moisture/mold remediation.

The paint is ruined in that area so you might as well pop off the baseboards to have a look (flash light...hands and knees) to see what you can see. To me this looks like moisture...but I'm hoping this is more along the lines of poor paint adhesion to the layer already on the drywall.
